Windsor Celebrates Día de Muertos on Nov. 1
The 14th Annual Windsor Día de Muertos will be held on Saturday, Nov. 1, from 4 to 8 p.m. at the Windsor Town Green, hosted by Somos Windsor. The free, family-friendly event honors loved ones with music, dance, food, art, and tradition. Highlights include the La Catrina Contest at 3:30 p.m., a Lowrider Car Show, a children’s sugar skull-making station, and performances by Cali Calmecac Ballet Folklórico, Ballet Folklórico Sarita, and Cantares de mi Tierra Mariachi. Local Latino artisans will sell crafts and food.
The event, drawing 1,000–2,500 attendees annually, costs about $15,000 and is funded by community sponsors like Castanedas Market and Sonoma Clean Power. For sponsorship opportunities, email [email protected].

Substantial Amendment to the 2025 Citizen Participation Plan
On January 28, 2025, the Sonoma County Board of Supervisors approved the 2025 Community Participation Plan (CPP) for the 2025-2029 Consolidated Plan. The updated CPP removed language related to certain procedures that were followed during the pandemic and associated waivers permitted by the U.S. Department of Housing and Urban Development (HUD) that are no longer applicable, and the updates also provided clarification on the public participation process. Additionally, the title of the document was changed from “Citizen Participation Plan” to “Community Participation Plan” to foster inclusivity in public participation. Sonoma County Democrats Endorse Measure I to Fund Petaluma Schools
The Sonoma County Democrats urge voters in Petaluma to vote YES on Measure I, which would secure locally controlled funding to strengthen junior high and high schools. The measure supports teacher recruitment and retention, enhances STEM and writing programs, maintains smaller class sizes, and better prepares students for college and careers. Measure I would create a $129 parcel tax, generating $3 million annually for eight years, with senior exemptions, no funds for administrative salaries, and citizen oversight.
Community leaders emphasize the importance of sustaining high-quality education as state and federal funding declines. Measure I aims to fill that gap by ensuring Petaluma schools have the resources they need to continue offering excellent instruction. Voters can participate in the November 4 Special Election. Every Baby Born in Sonoma County Has Up to $175 Waiting for College
Sonoma County families welcoming a new baby can celebrate another milestone: their child’s first scholarship. Through the California Kids Investment and Development Savings Program (CalKIDS), every baby born in California on or after July 1, 2022, automatically receives a CalKIDS Scholarship Account — totaling over $1 million reserved for Sonoma County children. The state invests up to $175 per child: $100 for being born in California, $25 for claiming the account online, and $50 for linking it to a ScholarShare 529 College Savings Plan. Claiming is simple and free at CalKIDS.org with basic birth information.
Research shows that children with savings are three times more likely to attend college and four times more likely to graduate. “CalKIDS is a powerful way to show families that their child’s future matters from the very beginning,” said Jackie Thu-Huong Wong, Executive Director of First 5 California. Since launching in 2022, CalKIDS has created over 5 million accounts and invested $2 billion statewide, helping families turn small steps into lifelong educational opportunities.

Library Honors Volunteers During Friends Week
The Sonoma County Library celebrates the 20th annual Friends of the Library Week from October 19–25, recognizing volunteers who strengthen local libraries through fundraising, stewardship, and donations.
“The Friends give generously of their time and talents to raise funds, advocate for strong libraries, and champion programs that bring people together,” said Library Commission Chair Sarah Laggos. “Their efforts ensure that our libraries remain vibrant community hubs full of discovery, culture, and lifelong learning.”
Ten Friends groups across the county support library branches through used book sales and donations for programs and projects. On October 8, the Library Commission approved a resolution honoring these groups, praising their volunteerism and community impact.

Free Rodent Inspections Offered in Marin & Sonoma
The Marin/Sonoma Mosquito & Vector Control District is offering free rodent inspections to residents. During a home visit, a Rodent Control Specialist will: identify entry points, locate sources of harborage, determine the rodent species present, and provide prevention and control tips to keep rodents away.

Marin County Sends Out 91,229 Property Tax Bills for FY 2025-26
The Marin County Tax Collector has mailed 91,229 property tax bills totaling $1.56 billion, a 5.63% increase over last year. The first installment is due November 1, 2025, with a payment deadline of December 10 to avoid penalties; the second installment is due February 1, 2026, with an April 10 deadline. Payments can be made online at www.marincounty.gov/taxbillonline, by phone at 1-800-985-7277, or by mail. E-check payments are free; credit card payments include a 2.35% fee. Seniors, disabled, and eligible homeowners may qualify for parcel tax exemptions or postponements.
