Public Hearing on Citywide Prohousing Measures – Dec. 10
The Citrus Heights City Council will hold a public hearing on December 10 at 6 p.m. to consider renewing the city’s Prohousing Designation and applying for Prohousing Incentive Program funds. The proposals involve citywide policy actions with no environmental impact, exempt under CEQA §15061(b)(3). Residents may submit written comments beforehand or speak at the hearing at 6360 Fountain Square Drive. If the matter is continued, public input will remain open until the final hearing. Accessibility accommodations are available with 48 hours’ notice by contacting the City Clerk.

Honoring Native American Heritage Month in November
Each November, CASA programs celebrate Native American Heritage Month, recognizing the deep history and cultural contributions of Native communities. CASA volunteers play a vital role in supporting Native American children in the child welfare system through culturally informed training and advocacy that honors identity and belonging. The Indian Child Welfare Act (ICWA)—enacted in 1978 and reaffirmed in 2022—protects the rights of Native children and helps preserve family and tribal connections, ensuring placements reflect the values and traditions of their communities.

Festival of Lights Returns to Mendocino Coast Gardens
The 15th annual Festival of Lights at the Mendocino Coast Botanical Gardens brings back the coast’s most dazzling holiday tradition from November 28 to December 21. The event, held Fridays through Sundays (5–7 PM), features glowing pathways, festive displays, and local treats, all supporting horticulture, conservation, and education programs. Sonoma County Seeks Public Input on Housing Report
The Sonoma County Community Development Commission has released the draft 2024–2025 Consolidated Annual Performance and Evaluation Report (CAPER), detailing progress on federally funded housing and community programs like CDBG, ESG, and HOME. The report will be available for public review from November 3–19, online and at several Santa Rosa locations. Residents can submit written comments or speak at a public hearing on November 19 at 10 a.m. at the CDC office. The final report will be submitted to HUD by November 28. Substantial Amendment to the 2025 Citizen Participation Plan
On January 28, 2025, the Sonoma County Board of Supervisors approved the 2025 Community Participation Plan (CPP) for the 2025-2029 Consolidated Plan. The updated CPP removed language related to certain procedures that were followed during the pandemic and associated waivers permitted by the U.S. Department of Housing and Urban Development (HUD) that are no longer applicable, and the updates also provided clarification on the public participation process. Additionally, the title of the document was changed from “Citizen Participation Plan” to “Community Participation Plan” to foster inclusivity in public participation. Every Baby Born in Sonoma County Has Up to $175 Waiting for College
Sonoma County families welcoming a new baby can celebrate another milestone: their child’s first scholarship. Through the California Kids Investment and Development Savings Program (CalKIDS), every baby born in California on or after July 1, 2022, automatically receives a CalKIDS Scholarship Account — totaling over $1 million reserved for Sonoma County children. The state invests up to $175 per child: $100 for being born in California, $25 for claiming the account online, and $50 for linking it to a ScholarShare 529 College Savings Plan. Claiming is simple and free at CalKIDS.org with basic birth information.
Research shows that children with savings are three times more likely to attend college and four times more likely to graduate. “CalKIDS is a powerful way to show families that their child’s future matters from the very beginning,” said Jackie Thu-Huong Wong, Executive Director of First 5 California. Since launching in 2022, CalKIDS has created over 5 million accounts and invested $2 billion statewide, helping families turn small steps into lifelong educational opportunities.
